Scholarship Information:
1. GENERAL: This academic scholarship program is sponsored by the Army Engineer Association (AEA) and dedicated to the memories of distinguished Army Engineers and Americans: MG Leif J. Sverdrup, CSM Robert W. Elkey and Saul Horowitz. Each year, up to six $1,000.00 Scholarships are made available in their names to deserving AEA members, as prescribed below.
2. APPLICABILITY:
a. Scholarships are offered only to current members of the AEA who are serving either in an active, reserve, or national guard component Army Engineer unit, school or organization within the Corps of Engineers of the United States Army. Awardees must continue AEA membership throughout the period of the award. Of the six total awards available each year, three are reserved for enlisted personnel, and three are reserved for officer or civilian personnel.
b. Eligibility: Current AEA Members in the grades or ranks shown:
- Commissioned Officers: 2LT, 1LT, CPT.
- Warrant Officer: WO1, WO2.
- Enlisted: PVT, PFC, SPC, CPL, SGT, SSG.
- Department of Army Civilian Employees: GS1 thru GS9.
c. Awards will be based primarily upon financial need of the applicant coupled with potential for academic success and standards of conduct as supported by personal references. Equal opportunity is applied to each applicant during the selection process.
3. RESTRICTIONS AND CONDITIONS:
a. Scholarship funds provided will be used only for tuition and/or book fees associated with courses taken at an accredited college or university. These courses must be taken in conjunction with a higher level degree producing program that can eventually result with an Associates, Bachelors or Masters Degree.
b. Individuals meeting the criteria of paragraph 2 may apply for only one of the six annual awards. There are no provisions for more than one award to a single individual during either the current year, or following years.
4. PROCEDURES:
a. Applications for the AEA Memorial Scholarships will be submitted to the Executive Office of the AEA using this AEA Form 3. Forms must be submitted for consideration to arrive no later than 30 June of the current AEA fiscal year (1 July – 30 June).
b. Upon receipt, applications will be grouped together by category (enlisted vs. officer/civilian) and presented to a review and selection committee. The selection committee will be composed of one officer LTC or higher, one enlisted First Sergeant or higher and one civilian GS 12 or higher, active duty or retired.
c. The selection committee will meet during the month of July with announcement of award recipients before the end August. The AEA will notify each recipient and non-recipient by letter as to the status of their application.
d. Each award recipient will have an account opened within the AEA financial program in an amount of $1000. The AEA will then reimburse each recipient for tuition and/or book fees paid up to that amount.
e. Time limit for use of funds is two years. Award recipients must provide documentation from the academic institution to support AEA reimbursement. In no case will funds be provided directly to the award individual without proper documentation supporting reimbursement of funds already expended by that individual.
f. Those individuals unable to provide initial payment of academic fees due to financial hardship, may request special consideration in the form of AEA payment directly to the institution in the name of the award recipient. This form of payment is possible only when permitted by the academic institution involved.
